Ferrero Forward Consulting was founded on a simple belief: municipalities deserve advice that is honest, practical and focused on results.

Principal Consultant & Founder
Guillermo Ferrero
Guillermo brings more than 25 years of municipal government experience, including service as Chief Administrative Officer for the City of White Rock and the Town of Ladysmith, and senior leadership roles with the City of Nanaimo. He has led organizations through strategic planning, governance, organizational change, financial management, infrastructure planning, technology modernization and Council relations.
His work has been recognized nationally and provincially, including a GFOA Distinguished Budget Presentation Award, an IPAC National Award for innovative management, and multiple award-winning infrastructure and planning projects. Originally trained in information technology, Guillermo is a longtime faculty member and mentor with Capilano University's Municipal Administrators Training Institute (MATI), always focused on using technology to solve real problems, not adopting it for its own sake.
Executive Advisor
Juli Halliwell-Ferrero
Juli brings more than 20 years of local government experience, including service as Chief Administrative Officer and Chief Financial Officer for the Village of Anmore. She currently serves as General Manager of Corporate Services and Corporate Officer for the City of Burnaby, also acting as Deputy CAO, and is available to support select short-term consulting assignments while providing strategic advice and oversight across Ferrero Forward Consulting projects.
Her expertise spans corporate administration, governance, legislative services, change management, financial oversight and executive leadership, backed by a Master of Arts in Leadership and a Graduate Certificate in Change Management from Royal Roads University. Like Guillermo, Juli is a longtime faculty member with Capilano University's Municipal Administrators Training Institute (MATI).
Together, Guillermo and Juli offer complementary experience covering virtually every area of municipal administration, operations, governance and Council policy.
