This service is led by Juli Halliwell-Ferrero, who holds a Graduate Certificate in Change Management from Royal Roads University, a graduate-level program focused specifically on leading and supporting individuals and organizations through change, including connecting change efforts to organizational strategy, whole-systems change, culture transformation, and building sustainable change leadership capacity.

Combined with her Master of Arts in Leadership and more than 20 years of senior local government experience, including as a Chief Administrative Officer, Juli brings both a rigorous, graduate-level change framework and genuine hands-on experience leading municipal organizations through real transitions.
